The Kremlin pointed to Kiev's lack of will to resolve the conflict.
Moscow sees no political will on the part of Kiev to resolve the conflict. This was announced on April 22 by Kremlin spokesman Dmitry Peskov.
He also noted that a meeting between Russian President Vladimir Putin and Ukrainian leader Vladimir Zelensky is possible only to finalize agreements.
"This should be preceded by serious work, and most importantly, political will on the part of the Kiev regime. We don't see any political will yet," Peskov said in an interview with the Vesti news agency.
