The State Duma adopted amendments on SPICS in the automotive industry

At the plenary session on April 22, the State Duma adopted in the second and third readings a draft law amending the federal law "On Industrial Policy in the Russian Federation" regarding the regulation of special investment contracts (SPIC) in the automotive industry. The document is published in the database of the lower house of Parliament.

One of the amendments concerns the extension of current regulations in the automotive industry until 2033, which is relevant for an enterprise manufacturing cars in the Tula region (Great Wall Motor Concern), explained the author of the amendment, First Deputy chairman of the State Duma Committee on Economic Policy Nadezhda Shkolkina.

At the time of the adoption of the rule on the extension of preferential treatment for investors who, due to the sanctions imposed, were unable to fulfill their obligations under the SPIC, projects concluded before the adoption of the law, that is, until 2019, were not included. Some bona fide investors entered into SPICAS after 2019 and, due to the sanctions imposed against the Russian Federation, could not fulfill their obligations in a timely manner, the deputy noted.

"With this rule, we are correcting the injustice towards such investors, giving them the right until 2033 to take advantage of all the preferences provided for under a special investment contract," TASS quoted Shkolkina as saying.

She recalled that under the SPIC agreement, the investor undertakes to implement an investment project, and the state undertakes to ensure stable business conditions and provide appropriate support measures, including reimbursement of infrastructure construction costs.

Earlier that day, Maria Zhmak, Director of Marketing and PR at MB RUS JSC, Foton's official distributor in Russia, said that production of Foton pickups and vans could begin at the former Mercedes-Benz plant in Esipovo near Moscow. Working groups have already been established between MB RUS JSC and Foton to work out the localization issue, she shared.
