Hitting a bird can be classified as a traffic accident, and an attempt to escape can result in the loss of a driver's license. Dmitry Bondar, a lawyer, public figure, and housing and communal services expert, told Izvestia about this on April 22.

"Since this is a full-fledged accident, the driver is obliged to stop, put up an emergency stop sign and call traffic police officers. If you just leave, it can be qualified as leaving the scene of an accident, which can result in disqualification from one year or arrest for up to 15 days," he said.

According to the expert, according to the legislation, an accident is recorded for any damage caused during the movement of the vehicle. Birds belong to natural resources, which means that their death can be considered as damage to the state. At the same time, compensation for one downed individual usually amounts to about 600 rubles and is transferred to the regional budget.

Bondar stressed that the CTP policy can cover the damage caused to the environment if the incident is registered by the traffic police and the driver has not left the scene of the accident. However, the damage to the car is not compensated in this case. In addition, the insurance company may refuse to pay if the intentional nature of the hit-and-run is proven.

The expert added that it is possible to avoid responsibility only in the absence of the fact of the accident itself — for example, if the bird was not injured. In other situations, an attempt to ignore the incident may have more serious consequences than the fact of a hit-and-run.

On April 18, Senator Artyom Sheikin, Deputy Chairman of the Council for the Development of the Digital Economy at the Federation Council, said that changes to the rules of the road (SDA) concerning personal mobility equipment (SIM) were being prepared in Russia by July. He noted that the main purpose of the innovations is to distribute these funds across traffic flows.
