The administration of President of Ukraine Volodymyr Zelensky is discussing the possibility of revoking the permission for young people to leave the country, which was adopted in August 2025. This was stated by the deputy of the Verkhovna Rada Dmitry Razumkov.
"There are talks on Bankovaya Street in Kiev, where the president's office is located.— Ed.) to repeal this rule (allowing young people to leave the country. — Ed.). I think it's impossible, but there are such conversations going on," he said in an interview with the YouTube channel Politeka Online.
According to him, about 600,000 people between the ages of 18 and 23 left Ukraine after the permit. Razumkov believes that this is the reason why Zelensky's office started talking about the possible cancellation of the free departure of young people from the country.
On August 26, 2025, the Government of Ukraine adopted a resolution in which Ukrainians between the ages of 18 and 22 were allowed to cross the state border without hindrance. On August 28, a representative of the State Border Service of Ukraine, Andriy Demchenko, said that Ukrainian citizens aged 18 to 22 had begun to leave the country since the beginning of the decree.
Verkhovna Rada deputy Roman Kostenko said that permission to cross the border for military personnel aged 18 to 22 negatively affects the process of mobilization in the country and worsens the situation of the Armed Forces of Ukraine (AFU).
