The State Duma adopted a bill to expand the rights of drivers
At the plenary session on April 21, the State Duma adopted in the second and third readings a draft law on amendments to the Administrative Code of the Russian Federation, which stipulates the consolidation of the right to copy case materials of administrative proceedings for persons in respect of whom they are conducted, as well as for victims, defenders and representatives of participants in such cases. The document is published on the website of the lower house of Parliament.
Changes are being made to a number of articles of Chapter 25 of the Administrative Code of the Russian Federation. As previously explained by Yaroslav Nilov, one of the authors of the bill, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, the innovation should first be appreciated by motorists who regularly face the impossibility of copying texts, audio and video materials related to administrative cases in which they participate without court decisions. The changes will make it possible to change the formal approach to the consideration of controversial situations that often occur with car owners, the deputy noted.
Currently, the Civil Procedure Code, the Code of Administrative Procedure, the Arbitration Procedure Code and the Criminal Procedure Code provide that the persons involved in the case, participants in criminal proceedings on the part of the prosecution and defense, as well as their representatives have the right to both get acquainted with the case materials and make extracts and copies.
At the same time, the persons against whom proceedings on an administrative offense are being conducted, the victims and their representatives do not have the right to make extracts and make copies of the case materials, which will change due to amendments to the Administrative Code of the Russian Federation, the explanatory note clarifies.
The day before, the head of the State Duma Committee on the financial market, Anatoly Aksakov, said that a bill to increase the maximum amount of insurance payments for CTP from 500 thousand to 2 million rubles could be adopted as early as May 2026. He pointed out that a significant increase in CTP tariffs is not expected, since the main financial burden will be placed on the perpetrators of road accidents. According to estimates by the Russian Union of Motor Insurers (RSA), the average premium growth may be about 10%.
