The Ministry of Transport pointed out the difficulties of transporting children in a taxi

The Public Council for Taxi Development has sent proposals to the Ministry of Transport of the Russian Federation to fulfill the instructions of the President of the Russian Federation on the development of transportation of children in taxis. The appeal notes that sufficient current requirements for transportation already exist, but their implementation is associated with a number of problems in practice. An appeal addressed to the Minister of Transport Andrey Nikitin is at the disposal of Izvestia.

The Public Council for Taxi Development drew attention to the fact that now the driver actually has to have several types of child restraints for different ages in the car at once, which makes it difficult to transport passengers with luggage and reduces the economic efficiency of transportation.

"The situation is aggravated by the weak development of the market for child car seats in Russia — a limited number of manufacturers operate in the country, and demand is largely blocked by imports. At the same time, the current requirements do not stimulate the development of domestic production," the activists noted.

Transportation of large families, which require spacious cars, is a separate problem. The current list of localized models is actually limited to expensive minivans that do not correspond to the taxi economy, the authors of the appeal pointed out. Without government support, such transportation becomes unprofitable for business, they say.

As for the segment of transportation of disabled children, the council pointed out the impossibility of their development within the framework of a commercial taxi: special vehicles and trained drivers are required here. Currently, such services are provided only through regional social programs.

Among the proposals are the development of integrated or modular child safety seats, the revision of the safety device certification system, and support for domestic car seat manufacturers. The appeal also emphasizes that the transportation of small children with disabilities belongs to the category of special services, the development of which should not be carried out on the basis of a commercial taxi. In this regard, it is proposed to consider support for such transportation, as well as transportation of large families, with the participation of the state — within the framework of existing regional social programs, including subsidizing the purchase of special vehicles and compensation for preferential tariffs.

Without an integrated approach — with the participation of the state, business and manufacturers — it will be difficult to fulfill the tasks of increasing the accessibility of transportation for families with children, the authors of the appeal emphasized.

Earlier, on March 4, the Ministry of Industry and Trade published a list of domestically produced cars that fall under the approved parameters of the law on taxi localization. The ministry recalled that this list suggests the possibility of regular updates, taking into account models that will be produced in Russia under the SPIC with commitments to deepen localization.
