The Central Bank of Russia has introduced an additional check when considering applications for exclusion of information from the database on fraudulent transactions. This was announced on April 21 on the regulator's website.
"Now, when the regulator considers such applications and sends requests to banks for this, the credit institution must contact the client, whose request caused the information to be entered into the database," the message says.
The Central Bank explained that such operations are necessary to clarify whether the applicant still considers the operation fraudulent. Banks will have to report the results of this procedure to the Central Bank. The report also clarified that such a mechanism will allow the regulator to more quickly identify situations when a person first reported a fraudulent operation, and later recognized it as legitimate.
On March 3, economist Akhmed Yusupov told Izvestia that banks had offered to give their office staff the authority to stop customer cash withdrawals at branches and cash desks. Such a cooling-off period should help protect customers who have been exposed to fraud by preventing people from immediately withdrawing funds from their accounts directly at bank branches.
