Starting in 2026, control over financial transactions of businesses in Russia will significantly increase due to digitalization and closer cooperation between departments. This was stated to Izvestia on April 23 by lawyer and expert of the National Foundation of the National Chamber of Entrepreneurs Vesta Antskevich.

"Tax authorities, banks and Rosfinmonitoring are moving to a more intensive data exchange. This means that even formal errors in payment orders will be detected almost automatically," the expert noted.

According to her, this creates new risks for entrepreneurs: even technical failures can lead to penalties and fines. Federal Law No. 115-FZ, which regulates the control of monetary transactions, remains one of the key guidelines. Special attention is paid to transfers starting from 1 million rubles — such operations are subject to mandatory control.

Antskevich explained that if suspicious transactions are detected, the bank can request documents, suspend the operation or initiate additional verification. Atypical payments, non—standard payment schemes, and frequent transfers to individuals are at risk.

The expert paid special attention to the registration of tax payments. According to Article 122 of the Tax Code of the Russian Federation, for incomplete or late payment of taxes, a fine of 20% of the amount of arrears is provided, and with proven intent — up to 40%.

In practice, errors in the budget classification code remain a common problem. Even if the payment is made on time, incorrect identification of the code may result in the payment not being automatically credited to its intended destination. As a result, the tax authorities fix the arrears, charge penalties and apply sanctions.

The expert stressed that in the new conditions such situations will occur more often, as control becomes fully digital. Algorithms analyze not only the fact of payment, but also its purpose, regularity, as well as the relationship of transactions with reporting and counterparties.

According to Antskevich, businesses already need to adapt to new requirements. In particular, it is recommended to check the payment document templates, the relevance of the CBC, set up automatic reconciliation with the tax service and regularly monitor the status of the unified tax account.

The expert stressed that in conditions of increased control, even minor errors can lead to significant financial consequences, so it is important for companies to improve the accuracy of financial transactions and internal control.

Andrey Shubin, executive director of Opora Russia, told Izvestia on March 27 that the new requirements for money transfers are primarily aimed at combating the shadow economy. According to him, the changes will affect those entrepreneurs and the self-employed who accept payments directly to a card or by phone number without reporting transactions.
