The Ministry of Defense of the Russian Federation has prepared a draft government decree on the rules for obtaining a combat veteran's certificate for civilian participants in a special military operation (SVO). The document was published on April 20 on the portal of draft legal acts.

The amendments are proposed to be introduced into the Decree of the Government of the Russian Federation dated December 19, 2003 No. 763 "On the certificate of a combat veteran". According to the bill, citizens who are sent to their area by government agencies and organizations will be able to obtain a certificate. At the same time, they must have awards from the president, government, or departmental insignia, as well as work in their military service area for at least six months or return ahead of schedule for a valid reason, for example, due to injury.

TASS clarifies that the federal authorities will be responsible for issuing the certificates. Special commissions will be set up to review applications. Regional structures will only be able to receive and transmit documents.

To get veteran status, you need to submit an application and supporting documents: about the direction, terms of work and the availability of awards. The decision will be made up to 30 days, the text of the bill says. They may refuse if the package of documents is incomplete, false information is provided, or there is no right to status. After the reasons are eliminated, you can apply again.

On October 27 last year, Russian President Vladimir Putin signed a law on the status of a veteran for volunteer stormtroopers who worked in the SVO zone. The initiative came into force on the day of signing. Amendments to the law "On Veterans" were introduced by the Government. Thus, now the status of a combat veteran will be given to fighters who have concluded agreements with the Ministry of Defense of the Russian Federation from October 1, 2022 to September 1, 2023 to perform tasks as part of special forces of military units.
