On April 19, the leader of the Fair Russia party, the head of the State Duma faction, Sergei Mironov, proposed expanding the circle of those who receive payments for the deaths of participants in a special military operation.

"The circle of recipients of payments for the deaths of ITS participants should be expanded to include their adult children, brothers and sisters," Mironov said in an interview with RIA Novosti.

Mironov also noted that back in December 2025, Fair Russia introduced a bill providing for payments to adult children, brothers and sisters of the deceased participants of ITS.

"Unfortunately, the government did not give a positive opinion on it, and the document remains without movement," Mironov said.

Nevertheless, the party leader said that he had already asked Deputy Minister of Defense of the Russian Federation, Chairman of the Defenders of the Fatherland Foundation Anna Tsivileva to support this initiative. He noted that if someone is worried that the bill is being introduced by Fair Russia, then the Ministry of Defense can also introduce it.

On April 8, Mironov launched an initiative to provide social housing on a separate basis to members of the SVO with group I disabilities who need better housing conditions. The draft proposes to provide for the provision of residential premises to citizens of this category from the social use fund, taking into account the norms allowing for an increase in the total area. The deputy also clarified that after completing the active stage of treatment, such citizens need to be restored at home.
