Prosecutor General of the Russian Federation Alexander Gutsan delivered a report to the Federation Council on the state of law and order in the country and on the work done to strengthen them in 2025. The main statements of the Prosecutor General are in the material of Izvestia.

Gutsan, during a speech at the Federation Council of the Russian Federation, said that in 2025, the Prosecutor General's Office paid special attention to respecting the rights of participants in a special military operation and their family members.

"By means of supervision, violations were eliminated in connection with refusals and delays in payments, inadequate medical care and rehabilitation, non—compliance with benefits and guarantees provided for by law," he said.

As a result, according to him, the rights of more than 600 thousand people were restored, and 18.5 billion rubles were paid to them.

He also drew attention to the lack of a unified system for recording returnees and their adaptation to peaceful life, adding that in many cases the authorized bodies carry out work on their employment formally. Tens of millions of rubles allocated from the budget to create vacancies remained undeveloped.

About the economy

The Prosecutor General of the Russian Federation noted that the key task remained to strengthen the property and financial foundations of the state. Its implementation through claim mechanisms, Gutsan added, contributed to the transfer of assets worth 2.5 trillion rubles to the treasury. Among them are 32 strategic enterprises of the oil and gas industry, port and transport infrastructure.

"Their foreign owners acted to the detriment of the interests of our country, withdrew dividends abroad, evaded taxes, and increased accounts payable. Moreover, at the expense of the profits received, they sponsored the Armed Forces of Ukraine and other anti—Russian activities," he said.

In addition, according to the head of the supervisory authority, 216,000 violations in the field of public procurement were suppressed, including the facts of embezzlement of budget funds, non-compliance with competitive procedures, and overestimation of the cost of work. 24 billion rubles were recovered from unscrupulous contractors. More than 62,000 perpetrators have been brought to disciplinary and administrative responsibility.

"The materials of the supervisory inspections served as the basis for the initiation of 1,250 criminal cases. Every fifth of them is related to purchases from a single supplier. Last year, the volume of contracts concluded without bidding exceeded 13 trillion rubles. And this, I would like to emphasize, is a third of the country's total budget expenditures. With this scale of financing, it is important to prevent any abuse," Gutan said.

About crime

In 2025, the number of terrorist crimes increased by almost 60%, and extremist crimes – by a little more than 30%.

"The number of terrorist attacks has doubled, mainly due to drone and artillery attacks. In these conditions, according to the requirements of the prosecutors, the owners of industrial, energy, and transport enterprises have strengthened their perimeter, purchased affordable means of protection, electronic warfare, and others," Gutsan said.

Due to the growth of extremist manifestations last year, according to the requirements of the Prosecutor's Office, Roskomnadzor closed access to 62 thousand Internet pages.

"The blatant anti-Russian position and attempts to undermine the political situation in the country have led to 112 foreign and international organizations being considered undesirable. To date, 346 legal entities with this status have been entered into the relevant register," he said, adding that their activities were also aimed at cultivating destructive ideology among young people.

The total number of minors involved in terrorism and extremism has doubled in 2025, the head of the supervisory authority added.

The Prosecutor General recalled that the juvenile delinquency rate increased by 10% in 2025. In this regard, an inspection of the safety of children's stay in educational institutions, the quality of work of those responsible for education and the identification of risk factors was organized.

In general, the crime rate by the end of 2025 was recorded at a record low in the history of modern Russia – about 1.2 thousand crimes per 100 thousand population. In total, 1 million 771 thousand crimes were registered.

About working conditions and people with disabilities

According to Gutsan, consistent measures were taken in 2025 to respect citizens' rights to pay and safe working conditions, and protection from unemployment.

"Almost 30 billion rubles of salary debts have been repaid. In the interests of victims of industrial injuries, compensation for moral damage in the amount of 820 million rubles has been collected in the courts," he said.

In addition, the facts of improper implementation of the national project "Cadres" were suppressed, and the Social Fund was required to increase the effectiveness of subsidies to encourage the hiring of socially vulnerable people and create jobs for people with disabilities. These people require constant attention and care, Gutsan added.

"As the audit showed, citizens with disabilities often could not activate electronic certificates for obtaining technical rehabilitation equipment, they waited months for reimbursement of the costs of their independent purchase. According to the claims of the prosecutors, 230 million rubles of compensation were collected in their favor," he said, adding that due to the negligence of the Social Fund's employees, certificates were issued for people who had already died.

About health care violations

According to the Prosecutor General, in 2025, more than 118 thousand violations in the healthcare sector were stopped.

"The Ministry of Industry and Trade has not fully ensured import substitution of critically important medical and pharmaceutical products. The production of equipment for functional diagnostics and the production of antimicrobial drugs have been disrupted," he said, adding that problems with the purchase and rational distribution of medicines persisted in most regions.

According to him, the situation was complicated by insufficient budget allocations and incomplete information about medicines in the monitoring system for their movement.

"Along with this, violations were prevented during the accreditation of doctors with foreign education. In 17 regions, they were employed without proof of qualifications," said the head of the supervisory authority.

About accidents on the roads

Gutsan pointed to a decrease in accidents and the number of injured people on the roads in 2025. In many ways, this was the result of the expansion of the network of cameras for photo and video recording, and the use of modern digital technologies. However, the audit revealed omissions in the work of the Interior Ministry bodies, reducing the effectiveness of their oversight powers.

Among other things, it was recorded that more than a quarter of a million vehicles registered with the deceased continued to participate in traffic, and 20 thousand drivers drove cars that had been removed from the register, committing 2.5 million violations.
