The tourist has the right to cancel the trip at any time, but is obliged to compensate for the costs that have already been incurred: air tickets, hotel reservations, transfers, etc. Sofya Lukinova, head of the legal department of VMT Consult, warned about this on Wednesday, April 15.

She clarified that for this reason, in most cases the refund will be partial rather than full.

"The terms of a specific contract are of key importance in each case. The law allows for the rejection of the product, however, in this case, the provisions on the actual expenses incurred by the tour operator apply," the lawyer added in a conversation with Lenta.Ru .

According to the expert, the legal regulation in this case is based primarily on the norms of the law "On the Basics of Tourism activities in the Russian Federation" and the general provisions of civil legislation on the provision of paid services. She clarified that the specific conditions of return, fines, deadlines and payment procedures are always detailed in the contract with the tour operator.

At the same time, the specialist noted that if the trip becomes objectively unsafe, the situation is different. These are cases where there are official warnings from government agencies, such as recommendations to refrain from traveling or the imposition of entry restrictions.

"In such circumstances, we can talk about a significant change in the travel conditions, and then the tourist has the right to demand either a full refund or an equivalent replacement of the tour at no additional cost," Lukina concluded.

Earlier in the day, Sergey Krivonosov, deputy chairman of the State Duma Committee on Tourism, expressed the opinion that it is necessary to plan trips to the Middle East with caution, especially for independent tourists. He noted that difficulties may arise with the logistics of flights, a possible increase in travel time and ticket prices.
