LDPR deputies want the state to provide businesses with a range of benefits for timely payment of salaries to employees. Leonid Slutsky, the leader of the party, made such a proposal in a letter to Anton Siluanov, the head of the Ministry of Finance of the Russian Federation (Izvestia has the text of the document).
"The Liberal Democratic Party proposes to provide targeted loans to businesses at 0% or at a minimum interest rate to pay employees' salaries. If enterprises confirm a decrease in income, they should have a simplified procedure for granting loans. It is also necessary to allow postponement of repayment of the principal debt for the period of stabilization of the financial situation of entrepreneurs. This is the only way we can prevent layoffs, support citizens and reduce social tension in Russia," the deputy told Izvestia.
He added that Russian business is going through difficult times, which directly affects the salaries of employees. In confirmation, he cited Rosstat data, according to which the total salary arrears at the end of February 2026 amounted to 2,010 billion rubles, an increase of 153.9 million rubles compared to the previous month.
As it became known on March 9, in December 2025, the number of Russian regions with an average salary of 150,000 rubles increased to 12, while in November there were only four. So, in Moscow, the average salary was 288,524 rubles, in the Chukotka Autonomous Okrug — 281,482 rubles, in the Magadan Region — 249,335 rubles, in the Yamalo-Nenets Autonomous Okrug — 216,795 rubles, in the Kamchatka Territory — 206,676 rubles.
