Noise from blows on heating pipes at night can lead to administrative liability if it violates the peace of citizens. Dmitry Bondar, a public figure and housing and communal services expert, told Izvestia about this on April 13.

"According to the law, the noise from blows on heating pipes at night falls under the local regulations governing the rest of citizens," he said.

The expert explained that specific restrictions and sanctions are established by regional legislation, despite the existence of general sanitary standards at the federal level. At the same time, if the noise source is associated with technical malfunctions, for example, hydraulic shocks or poor pipe fastening, the management company may be responsible.

According to the expert, the night time is most often considered to be the period from 23:00 to 07:00, and during the daytime there may be an additional "quiet hour" — from 13:00 to 15:00. In Moscow, a fine of up to 2 thousand rubles is provided for such violations, in the Moscow region — up to 3 thousand, and in St. Petersburg — up to 5 thousand rubles.

The expert added that it is recommended to use video recordings with the date and time, as well as to involve witnesses, to record violations. If necessary, you can measure the noise level using specialized equipment.

Olesya Chernokova, a lawyer and member of the Union of Blogging Lawyers at the Russian Bar Association, reported on April 12 that Russians could face a fine of up to 50,000 rubles for frying kebabs on the balcony. According to the expert, such actions are classified as an offense under Article 20.4 of the Code of Administrative Offenses (CAO) of the Russian Federation.
