The LDPR wants to conduct a total audit of all capital repair funds in the regions
LDPR deputies propose to check all regional capital repair funds to prevent violations and embezzlement of money. On April 13, the party's leader Leonid Slutsky made such a proposal to Boris Kovalchuk, Chairman of the Accounting Chamber (Izvestia has the text of the document).
"People should see and know exactly what their money is going to — repair facades, roofs, basements, replace elevators, utility networks, and not into someone else's pocket. The Liberal Democratic Party insists on conducting a detailed financial audit of all regional capital repair funds for the targeted spending of funds collected from citizens. Based on the results of the audit, we will prepare appropriate legislative decisions to strengthen control over funds collected from ordinary citizens," the deputy told Izvestia.
He added that materials from prosecutor's inspections, media publications and appeals from citizens suggest that gross violations, including embezzlement of funds, are regularly detected in the activities of regional capital repair operators and contractors. So, in December last year, in the Khabarovsk Territory, the prosecutor's office approved an indictment on fraud in the field of capital repairs for 13 million rubles.
Earlier that day, Dmitry Gusev, first deputy chairman of the State Duma Committee on Control, sent a bill to the government of the Russian Federation for review on the establishment of differentiated warranty periods for major repairs and the introduction of mandatory photo and video recording of work. According to the draft, regional operators will be required to record all stages of repairs on photos and videos. These materials should be posted in the state information system (GIS) of housing and communal services and on the official websites of operators.
On April 8, Russian Deputy Prime Minister Marat Khusnullin said that it is currently necessary to address the financial recovery of the housing and communal services industry. According to him, almost 8,000 km of heating and water supply networks were replaced in the first year. In addition, more than 1.5 thousand repairs and reconstructions have been completed, and over 1.5 thousand municipal infrastructure facilities, including 646 water supply facilities, have been overhauled.
