Smoking on shared access balconies can result in fines ranging from 500 to 1.5 thousand rubles. This was announced on April 11 by Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, a representative of the United Russia faction.

"Common areas [where smoking is prohibited] include elevators, stairs, and entrances... However, there is another seemingly unobvious place where smoking is prohibited — these are common access balconies designed for evacuation. Residents often do not know about this ban, they install ashtrays on shared balconies and smoke on a regular basis, thinking that this is a street," he said in an interview with TASS.
