Russia needs to develop solutions for the country's security based on artificial intelligence (AI) — the state's defense capability is possible only if it has its own language models. Vladimir Putin said this on April 10 at a meeting on the development of artificial intelligence. The Kremlin knows how foreign defense agencies invest in the development of AI and achieve significant results due to this. How AI affects the country's defense capability
On the evening of April 10, Vladimir Putin convened a meeting on the development of technology and artificial intelligence. Heads of large companies, federal agencies and heads of regions came to the Kremlin.
According to the president, artificial intelligence, along with digital platforms, forms a fundamentally different face of the economy and individual areas, including defense and security.
"The sovereignty and, without any exaggeration, the very existence of the Russian state depends on our ability to match the pace of global change,— Vladimir Putin believes.
Russia sees how foreign defense departments are investing in the development of AI and achieving significant results, the head of state noted. Therefore, it is important for the Russian Federation to develop its own language models. At the same time, the Russian Federation is one of the few states with unique competencies in this area, Vladimir Putin stressed.
According to experts, Russia has a strong engineering base and large IT teams. The country is definitely not an outsider in the digital race.
— But Russia is noticeably lagging behind the world leaders in terms of mass adoption of AI. We are strong in development and individual practical cases, but so far we are weaker in scaling AI across the entire economy. Therefore, Russia's place today can be described as follows: the potential is high, but we are not yet in the leadership group in terms of implementation maturity," Sergey Vorobyov, head of analytics and AI at Extyl, told Izvestia.
What will be included in the national plan for the introduction of new technologies
Vladimir Putin instructed the government and the regions to form a national plan for the introduction of artificial intelligence. By 2030, new technologies should already be used in all areas, including manufacturing, logistics, energy, management, and education. According to Vladimir Putin, the legal framework should "not restrain, but stimulate" the development of advanced technologies.
Now, every year, heads of departments will provide the results of the implementation of AI in their supervised industries. And not "paper reports", but open reports. The President cited the example of the annual Sber conference "Journey into the world of Artificial Intelligence", where the company presents its innovations every year.
— If we build barriers here now, we will certainly lag behind in economic, technological, social, and social development. I would like to emphasize once again that we are talking about achieving widespread, frontal application of artificial intelligence and creating a market for the use of such solutions in Russia. This is a priority task for domestic businesses and, of course, for federal and regional authorities," said the head of the Russian Federation.
The Coordination Commission will be headed by Deputy Prime Minister Dmitry Grigorenko and Deputy Head of the Presidential Administration Maxim Oreshkin. It will also include representatives of ministries, departments, leading technology companies and members of the State Council.
Vladimir Putin has identified five main areas of work. These are programs for the accelerated introduction of artificial intelligence into the economy and social sphere, the study of major risks and threats, the promotion of Russian AI systems to foreign markets, as well as the development of their own solutions for national defense and security. It is also necessary to move towards the widespread use of AI in human life — from elementary school to work, which will help to reconfigure the mechanisms of personnel training and education.
Who are AI agents and how are they changing the market?
Due to the development of intelligent assistants — the so-called AI agents – the labor market is already changing. They not only execute light commands and answer simple user questions, but also solve tasks offline. Moreover, AI agents are actually approaching a new level of independence and are learning to plan their actions and interact with people, with the real world, the president noted.
AI agents have proven their ability to mimic humans, their cognitive and even emotional behavior.
In the near future, they will be able to cope with physical fitness tests, the president added. For example, it will be difficult to determine who is driving the car — a human or a neuropilot.
Professions with a large number of repetitive, routine tasks are at risk — typical data processing, template texts, customer support, document management and basic analytics. These are, for example, call center operators, junior analysts, basic accounting specialists, copywriters and novice IT specialists.
At the same time, there is a massive demand for AI trainers (neural network training specialists), senior-level prompt engineers, and AI solution auditors (experts who check neural networks for ethics and hallucinations).
— The main trend is "human + AI". The winner is not the one who competes with the machine, but the one who manages it as a high—performance assistant," Irina Kesaeva, marketing strategist and owner of the marketing agency, told Izvestia.
