On April 10, Russian President Vladimir Putin held a meeting on the development of artificial intelligence (AI) technologies. About artificial intelligence
Putin recalled that artificial intelligence, along with digital platforms and systems, forms a fundamentally different face of the economy, public relations, the social sphere, education, healthcare, logistics and industry, defense and security.
"The sovereignty and, in the near future, without any exaggeration, the very existence of the Russian state depends on our ability to match the pace of global change," he said, adding that it must be borne in mind that AI technologies are developing rapidly.
The Russian president noted that fundamental language models and neural networks with enormous social computing capabilities are becoming increasingly complex.
"Until recently, such systems were tested only for mastering a set of encyclopedic knowledge, and this year, during special tests, they showed impressive abilities of deep interdisciplinary analysis," the head of state stressed.
About the prospects of AI agents
The Russian president said that with the help of language models, intelligent assistants, so-called AI agents, are being created. He added that they no longer only carry out certain commands and answer simple user questions, but also solve the tasks assigned to them without human intervention.
"These artificial intelligence agents are already approaching a new level of independence. They learn to plan their actions and evaluate the results they get, interact with people, with the real world," Putin said.
He also noted that a threshold phenomenon occurred last year — the vast majority of participants in the experiment considered the machine's responses to be a dialogue with a living person. AI agents have proven their ability to mimic humans, their cognitive and even emotional behavior.
The Russian president said that in the near future, these agents will be able to cope with physical fitness tests.
"For example, it will be difficult to determine who is driving the car. Human or neuro-pilot. So I would like to repeat once again that the issues of widespread use, the study of language models and, of course, their creation and capacity building are of fundamental importance for the future of the country," the head of state noted.
About the development of AI in Russia
Putin stressed that language models are a basic, end–to-end technology that is the basis for the sovereign development of all spheres.
"And only with our own models will we be able to confidently move forward, guarantee security and defense capability, and, most importantly, remain at the forefront of scientific and engineering thought," he said.
The Russian leader added that Russia is among the few states that have unique competencies in this area.
"Therefore, I consider it necessary to ensure the creation and subsequent development of domestic fundamental models of artificial intelligence. They must be globally competitive, and at the same time have the highest level of sovereignty. This means that the full cycle of their development and training should be carried out by Russian companies so that our engineers can manage all the parameters of such complex systems," said the President of the Russian Federation.
He also noted the need to be sure that further steps in the construction of AI architecture will guarantee the solution of security and defense challenges. As Putin pointed out, all participants in the process, without exception, should participate in the implementation of this large-scale and significant project for the country.: government, private technology business, and state-owned companies.
"We need to tap into the potential of our defense and security programs. The experience of the leading countries in the field of artificial intelligence proves the effectiveness of such a mechanism," the Russian president noted.
About the introduction of AI
Putin pointed out that by 2030, such technologies and products based on them should be used in all areas, including manufacturing, logistics, energy, management and education.
"We need to adjust the regulation so that it does not interfere, but rather serves as an incentive to accelerate the development and rapid implementation of advanced technologies," he added.
Putin also instructed to adapt to the widespread use of AI from elementary schools to the labor market, pointing out the need to analyze the main risks and threats arising from the use of such systems and identify measures to prevent them in a timely manner.
The Russian paid special attention to the development of its own AI solutions for national defense and security, adding that Russia should have the most advanced technologies and use the most sovereign domestic product.
He also pointed to the creation of a comprehensive system for promoting Russian AI systems and services based on them to foreign markets, including partners of the CIS, SCO and BRICS.

Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation, noted during the DtataFusion forum that the costs of Russian business for the introduction and application of artificial intelligence technologies in 2025 amounted to 257 billion rubles.
He also stressed that AI is developing extremely dynamically and, if last year the prospects of using the technology were discussed, now it is already actively used. Grigorenko also noted that in order to consolidate the concept of AI and define the areas of responsibility of market participants, the government is developing a draft law on artificial intelligence, which will introduce framework rules for the use of this technology and prevent the risks associated with its use in particularly sensitive areas.
