During his visit to Havana on April 10, Deputy Foreign Minister Sergei Ryabkov said that Russia does not intend to leave the Western Hemisphere.

"Russia is not going to leave the western hemisphere, no matter what they say in Washington. They are obsessed with the idea of ousting Russia, as well as China, from this region," RIA Novosti quoted him as saying.

According to the diplomat, Cuba occupies an important place among the priorities of Russian foreign policy and stressed that it is unacceptable for Moscow to refuse to support the country. It clarifies that the key area remains assistance to ensure Cuba's energy security.

He stressed that the support will be carried out in coordination with Russia's partners, based on upholding the norms of international law and the principle of equality of states.

On April 1, Ryabkov announced Russia's intention to continue supporting Cuba. According to him, for decades, when the United States increased pressure on the island, Moscow has consistently supported Havana and intends to continue doing so.

On April 2, Russian Energy Minister Sergei Tsivilev announced at the Energoprom-2026 forum that the Russian side was preparing to send a second oil vessel to Cuba. He noted that a large meeting had been held in St. Petersburg the day before with the participation of representatives of Cuba.
