Avtodor will receive more than 1 trillion rubles for toll roads by 2030
The Government of the Russian Federation has published a new version of the program of activities of the state-owned Avtodor company for the period from 2026 to 2030. It follows from the document that the total amount of financing for the construction and reconstruction of roads has been increased from 832 billion rubles to 1.05 trillion rubles. Thus, the volume of allocated funds will grow by 173 billion rubles, the Kommersant newspaper noted.
856 billion rubles will be allocated as subsidies from the federal budget. Another 196.5 billion rubles are extra—budgetary sources, including 137.2 billion rubles of direct borrowings from the state-owned company (bonds and loans). During the specified period, the total length of roads managed by the state-owned company will increase from 6.26 thousand to 6.51 thousand km.
It is noted that for the first time a number of projects appeared in the document, for example, a new northern bypass of Vladimir, which will be part of the M-12 Vostok road; sections of the M-8 Kholmogory highway (now free and managed by Rosavtodor); a section of the highway from A-108 to the border with the Yaroslavl region (will also be transferred Avtodor is under management); a new toll road from the border with the Vladimir region to Pereslavl-Zalessky.
The program also includes several new interchanges, in particular the Central Ring Road with Fryanovskoye and Shchelkovsky highways, M-12 with the "small concrete" A-107 in the Noginsk area. Avtodor is also planning to transfer Krasnogorskoye highway, which connects Rublyovo-Arkhangelskoye Highway, Odintsovo and the M-1 highway. The plan includes a bypass of Tyumen, which is a continuation of the M-12 highway with the prospect of its development to Omsk, as well as a section of the M-4 Don highway from Dzhubga to Gelendzhik. All the projects from the old version of the plan have been preserved in the new document, including the second ring road around St. Petersburg and the Adler bypass.
Earlier, on April 7, it was reported that an increased speed limit will be introduced on a number of sections of the M-4 "Don" and M-11 "Neva" highways from April 13. It is valid for cars and trucks with a maximum permissible weight of up to 3.5 tons. Speed limits were introduced in winter, they will be lifted due to the onset of favorable weather conditions and to ensure more comfortable driving, Avtodor explained.
