The Ministry of Economic Development has sent a new draft memorandum on digital platforms to the presidential Administration and market participants. The document is voluntary. Vedomosti writes about this on April 9 with reference to the document.

It is proposed to prescribe a commitment to a single product price and an open loyalty model for banks. The memorandum also wants to consolidate the seller's ability to refuse discounts without consequences, the rules for refusal and return of goods by the buyer, and ensure non-discriminatory conditions for Russian sellers compared to foreign ones.

In addition, the agency proposed to expand the number of potential participants in the memorandum to 10, including representatives of traditional retail and banks.

On February 26, Russian Prime Minister Mikhail Mishustin announced that uniform rules for displaying the price of goods, regardless of the means of payment, would be introduced for marketplaces in Russia. According to him, new rules will be introduced for verifying information about goods, including labels and certificates, through state information systems.

The press service of the Ministry of Economic Development then clarified that the issue of reliable display of the price of goods does not cancel the effect of discount programs and the use of marketing tools. As indicated in the department, the rules for pricing on marketplaces being developed are aimed at protecting the interests of buyers.
