The car owner has the right to demand compensation if his car is soiled by another animal. Dmitry Bondar, a public figure and housing and communal services expert, told Izvestia about this on April 7.

According to the expert, in such situations it is not a question of a fine, but of reimbursement of actual expenses. Usually, the compensation includes the cost of washing the car, confirmed by checks, which can amount up to 3 thousand rubles.

He added that the owner of the animal can also be brought to administrative responsibility for violating the rules of walking. The amount of the fine under Article 8.52 of the Administrative Code of the Russian Federation can range from 1.5 to 3 thousand rubles.

"But it will probably be difficult to prove a violation under this particular article. It is necessary to record that the dog was unattended or muzzled at the time of the incident, and that its actions are subject to violations of local landscaping regulations. In practice, this is not always possible," the lawyer noted.

The expert clarified that materials on such cases are usually reviewed by state supervisory authorities, including the Rosselkhoznadzor or regional veterinary services. At the same time, police officers can collect evidence and transfer it to the relevant department.

Bondar also recommended that the contamination be immediately documented using photos and videos, that witnesses be found and their contacts recorded, and that a police report be filed. In addition, it is necessary to save the receipt for the car wash to confirm the amount of damage.

Lawyer, Ph.D. in Economics, Managing Partner of the Zharov Group Law Firm, head of the Russian Bar Association's Commission on Ecology, Evgeny Zharov, noted on April 4 that a fine could be imposed for feeding wild animals in the city or in specially protected natural areas. According to him, such actions change the natural behavior of animals, they lose their fear of humans, which is dangerous for both sides and disrupts the balance of the ecosystem.
