In a congratulatory telegram to the Secretary General of the Central Committee of the Communist Party of Vietnam, Toh Lamu, Russian President Vladimir Putin said on April 7 that he was glad to continue constructive dialogue and close cooperation.

"I will be glad to continue our constructive dialogue and close joint work on topical issues on the bilateral, regional and international agenda," he is quoted as saying on the Kremlin's website.
