- The reason for the collapse of a house in Makhachkala was a violation of urban planning regulations
Non-compliance with urban planning regulations during construction was the main reason for the collapse of a house in Makhachkala, an additional factor was the flooding of the territory due to the impassability of the culvert. This was announced on April 6 by the Ministry of Construction of Dagestan.
"The main reason for the collapse is non—compliance with urban planning regulations during construction. An additional factor was the flooding of the territory due to the impassability of the culvert passing through Akushinsky Avenue," the agency said in a statement on its Telegram channel.
Experts have found out that the channel's lack of capacity is due to its closure in the area of the Tsumadinsky market. The Commission has developed a plan of emergency and long-term measures, including the elimination of the consequences of the collapse and restoration of damaged structures, as well as recommendations for improving building regulations. A decision has been made on technical monitoring of the condition of four multi-storey buildings, for which there are fears of collapse.
Due to heavy rainfall on April 5, the Gedzhukhsky reservoir overflowed in Dagestan, as a result of which an earthen rampart was breached. A pregnant woman and a child died after they were swept away by the current. In addition, an apartment building in Makhachkala collapsed.
Also, in the Derbent district of Dagestan, more than 4 thousand people were evacuated in four settlements due to a dam break. Most of the evacuees stayed with relatives, while the rest stayed in six specially prepared facilities.
On April 6, Russian President Vladimir Putin instructed Kurenkov and the head of Dagestan, Sergei Melikov, to provide the necessary assistance to people affected by abnormal precipitation in the region by listening to their reports by phone. Putin also instructed to convene a meeting on April 7 with representatives of Dagestan, the Ministry of Emergency Situations, and other federal agencies to discuss the situation in Dagestan in detail.
