The economist spoke about the method of obtaining two pensions
Igor Balynin, an associate professor at the Financial University under the Government of the Russian Federation, told who in Russia can receive two pensions.
In conversation with aif.ru On Monday, April 6, he stressed that it was mainly about former military and law enforcement officers. The expert explained that former military personnel, as well as employees of the Ministry of Internal Affairs, the FSB and other departments, often continue to work in civilian organizations, where insurance premiums are paid for them, which allows them to qualify for an old-age pension as a second one. According to Balynin, in 2026, for her appointment, it is necessary to have at least 15 years of experience, 30 pension coefficients and reach the established retirement age — 64 years for men born in 1962 and 59 years for women born in 1967.
He added that to apply for a second pension, you need to apply to the Social Fund, the IFC, or through Gosuslugi. Such a pension is awarded without a fixed payment, but is subject to indexation and annual adjustment. In 2026, payments will increase twice: in January — by 7.6%, and in August — taking into account the accumulated coefficients. At the same time, according to the expert, both pensions for such citizens are indexed separately, each according to its own rules.
Earlier in the day, MP Alexei Govyrin noted that disabled people who have suffered a military injury also have the right to receive two pensions. They can simultaneously receive a state disability pension from the law enforcement agency and an old-age insurance pension if they have a minimum insurance record, the website writes. kp.ru .
On the same day, Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, said that disabled children can receive two payments in case of loss of a breadwinner if a parent died during the fighting, veterans of the Great Patriotic War, residents of besieged Leningrad, as well as besieged Sevastopol.
The day before, Alexander Safonov, a professor at the Financial University under the Government of Russia, explained the gap in pensions between men and women in Russia by work experience. According to him, the average length of service for men is about 42 years, while for women this figure is 35.9 years, according to RIAMO. He added that the difference in accumulated pension points with the same salaries can reach 60-61, RT clarifies.
On April 5, Maria Kutarova, Associate Professor of the Department of Business, Labor and Corporate Law at the Presidential Academy, named ways to identify errors in calculating pensions. According to her, it is possible to detect errors when assigning a pension if you check the data in the personal account of the Social Fund or on the "State Services" and compare the electronic data on the length of service with the entries in the workbook, notes 360.ru .
