The initiative to temporarily exempt owners of seasonal vehicles from tax during periods of non-use may change the approach to taxation and affect the equipment market. Alexey Ivanov, the owner of the ALLIANCE TRUCKS commercial vehicle dealership network, told Izvestia about this on April 6.
"If the initiative is implemented, it may become a precedent for more flexible tax incentives that take into account the actual use of transport. We are talking about categories such as boats, motorcycles, snowmobiles and motorcycle sleds, which are operated only part of the year. The introduction of benefits may encourage regions to develop more adaptive taxation mechanisms, taking into account climatic conditions and seasonality," he said.
At the same time, the implementation of the initiative will require clear criteria for determining the period of non-use of equipment, as well as control mechanisms. This, as Ivanov emphasized, can increase the administrative burden on the tax authorities and complicate the administration process.
The expert added that the transport tax is regional, so its reduction for certain categories of owners may affect the budget revenues of the subjects. In this case, the regions will have to look for sources of compensation for the loss of income. At the same time, the initiative can have a positive impact on the market. Reducing the tax burden can increase the attractiveness of buying seasonal machinery, as well as stimulate the development of related services such as rental, maintenance, repair and storage.
Ivanov noted that owners can actively rent out equipment during downtime in order to compensate for costs. In addition, the potential tax savings may encourage buyers to choose more expensive models.
According to the expert, the growth in the number of owners of seasonal equipment will lead to an increase in demand for infrastructure — parking lots, garages and service centers. This, in turn, can stimulate market development and product range expansion among manufacturers and distributors.
Earlier in the day, LDPR deputies proposed to exempt Russians from paying transport tax during the period when seasonal transport is not actually used. The initiative takes into account people's real lives and makes taxation more reasonable, said Alexander Kurdyumov, a co-author of the bill and a member of the LDPR Supreme Council.
