Vladimir Popov became the Chairman of the Higher Qualification Board of Judges. This was reported on April 6 by a correspondent of Izvestia.

The decision was made unanimously during an open vote of the board members.

Personnel changes occurred after the appointment of Nikolai Timoshin to the post of Deputy Chairman of the Supreme Court of Russia. He has been the head of the VKKS since 2012. Due to his transfer to the Armed Forces, Popov was entrusted with the duties of the head of the VKKS.

Popov became a judge of the Supreme Court in 2014. Since 2020, he has led the second judicial composition of the board on economic disputes. Subsequently, the second and third judicial structures were merged, after which he received the authority to consider all non-bankruptcy disputes.

On March 13, the Russian Supreme Court of Arbitration terminated the powers of Sergei Sedov, Chairman of the Ninth Arbitration Court of Appeal, and five other judges. The board also noted that they had approved the composition of the boards of judges of the Supreme Court of the Republic of Khakassia, the Zabaikalsky Regional Court, the Amur, Leningrad, and Ryazan regional courts, and had also conducted a qualification certification of judges.
