The FSSP revealed the number of violations by MFIs of citizens' rights in debt collection

Most cases of non-compliance with legislation on the protection of Russians' rights in debt collection were identified in the activities of collectors (481,092 violations). The press service of the Federal Bailiff Service (FSSP) told Izvestia about this. However, an analysis of citizens' complaints showed that the largest number of substantiated complaints about violations in the field of repayment of overdue debts received by the FSSP concerns microfinance organizations (50% of the total number).

It is microfinance organizations (MFIs) that are characterized by the most serious violations of the law. Basically, we are talking about insults, threats of dissemination or dissemination of information discrediting the honor and dignity of citizens. Among the frequent violations is also the misleading of debtors about the consequences of late payment of debt.

According to the results of inspections of MFOs, bailiffs established more than 106 thousand facts of non-compliance with mandatory requirements of the law. The FSSP staff issued 17 orders on the elimination of violations, 54 protocols on administrative offenses were drawn up. The total amount of fines following the consideration of 46 administrative cases amounted to more than 7 million rubles.

The FSSP conducted unscheduled on-site inspections of collection, credit and microfinance organizations involved in the repayment of overdue debts between September 2025 and February 2026. The reason for this was the complaints of Russians who reported to the service about the illegal actions of the recoverers.
