The fare for the Moscow High-speed Diameter (MSD) will be indexed from April 10 by 4 rubles and will amount to 19 rubles per section. The change will only affect travel during critically busy hours on weekdays, according to the channel of the Moscow Department of Transport in MAX.

The demand for the diameter is growing, which leads to a redistribution of traffic flows and an increase in traffic intensity in certain sections, the publication emphasized. For example, on Kantemirovskaya Street, the average daily traffic increased by 6 thousand cars, which is 13% more than before the site was opened.

"The trend is clearly towards an increase in highway load. Taking into account the fact that the main goal is to maintain the capacity of the MSD and provide residents with guaranteed travel time, it is necessary to change the tariff," the department explained. If the traffic load decreases, the fare will be reduced.

Toll roads are, first of all, a tool for regulating transport demand and the distribution of car flows, said Mikhail Blinkin, Research Director of the Institute of Transport Economics and Transport Policy at the HSE Faculty of Urban and Regional Development. "Transport demand is very elastic to the tariff: no road operator will ever raise the tariff above the bar dictated by the rational level of demand distribution across the network," the expert told Izvestia.

Blinkin added that "for purely objective reasons beyond the control of the Department of Transport, this bar is more or less systematically moving up." "Fortunately for users, these shifts are small. For example, in percentage terms, they are noticeably more modest than many other price shifts," he noted.

The department explained that the fare for the MDR will be indexed only during critically busy hours on weekdays: from 07:00 to 11:00 and from 16:00 to 20:00. Travel will remain free 70% of the time during working days, as well as on weekends and holidays. The cost of the transit fare — 950 rubles — will not change.
