The introduction of a new GOST standard for toilet paper, napkins and paper handkerchiefs will not lead to a significant increase in product prices, but it may increase pressure on small businesses. This was stated to Izvestia on April 2 by Ahmed Yusupov, an economist and partner at the Goldman Energy communications agency.

"The new GOST is a national standard and is voluntary if its compliance is not stipulated in contracts or public procurement requirements. For large manufacturers, the transition to the new version is primarily a re—certification and updating of labeling," the expert noted.

Yusupov said that major market players are already working according to current standards, so their costs will remain minimal. At the same time, small businesses will find themselves in a more difficult situation due to the cost of laboratory testing and documentation. Some of these manufacturers may move to the "gray" segment, continuing to work according to their own specifications.

In addition, the economist noted that there is no direct link between the introduction of the standard and the price increase. According to him, from 2022 to 2024, producer prices have already increased by 8.4% and reached 11,027 rubles per thousand rolls by April 2025. The main factors remain the cost of raw materials, logistics and cost inflation.

At the same time, possible local price fluctuations may affect only those producers who previously did not comply with GOST and will have to adapt to the new requirements. According to the expert, such changes will be almost imperceptible in retail trade.

"The updated standard can strengthen the position of domestic manufacturers against the background of imports. It will be easier for Russian companies to adapt, while foreign suppliers will need more efforts to meet the new requirements," he explained.

According to him, the industry as a whole is ready for the transition, as large manufacturers have had enough time to prepare for the entry into force of the standard.

On the same day, it was reported that Rosstandart specialists approved a new GOST (State Standard) for the production of toilet paper, napkins, and paper handkerchiefs, the relevant requirements will enter into force on June 1 of this year. These products should be produced in rolls or sheets, which can have different shapes: rectangular, round, oval, curly, with smooth or jagged edges.
