During the meeting, the President pointed out the importance of competitive democratic elections for Russia. He noted that in the current conditions, this is becoming even more important.
"Competitive democratic elections are an indispensable, indispensable constitutional instrument in the formation of a strong, capable government. This is always important, but I repeat it all the time now, for us and now, in our conditions, it is doubly and threefold important," Putin said.
The Head of State recalled that it is elections that help ensure the continuity of sovereign development, trust in government, as well as human involvement in the process of governing their country.
"This is the basis of people's trust in the state, a person's direct involvement in the process of governing their country and forming government bodies, which means trust in this government, political stability, and continuity of sovereign development," he said.
According to the president, the priorities of the Russian electoral system are everything that guarantees equality of candidates and fair competition.
"The priorities and criteria are clear — these are all things that guarantee the equality of candidates, the honesty of the fight and the irrefutability of the results, protection from manipulation and criminal attacks, including cyber threats," he said.
Reliability and security of the Russian electoral system
During his speech, the president called for not giving external forces a single chance to interfere and influence the course and results of the elections in Russia.
"At the same time, I would like to emphasize once again that no one, no external forces should get a single chance to interfere, influence the course and even more so the results of the popular vote," Putin said.
He recalled that any attempts to use the electoral process to destabilize the situation in society would be severely suppressed. The relevant tasks have already been assigned to law enforcement agencies. Putin instructed to pay special attention to security issues, pointing out the need for constant interaction of election commissions with the Ministry of Internal Affairs, Rosgvardiya and other relevant departments.
In turn, CEC Chairman Ella Pamfilova noted that Russia's electoral system is stable, reliable and safe during the special military operation. The main efforts of the CEC are now directed inland, to increase confidence in the domestic elections.
Your choices and experiences
The President noted that people who came to vote in the elections near the areas of military operations showed courage and true Russian character.
"Those who came to vote also showed courage and true Russian character...> People literally stood in line at the polling stations, despite the close arrivals of shells and drones," Putin stressed.
He added that in the border areas it is necessary to rely on the experience of holding elections, which has already appeared since the beginning of its operation.
"In Donbas and Novorossiya, our border regions, we need to rely on the unique experience of holding elections accumulated during the special military operation," the head of state stressed.
The President thanked the CEC staff working in the most difficult situation near the war zones.
"Despite the shelling and provocations, and the personal threats they receive, which are common, they courageously fulfill their duty to the people of Russia," Putin explained.
The President instructed the CEC to assist the veteran candidates of the Central Election Commission in passing the pre-election procedures. The Head of State noted that more and more veterans of the special operation are striving to realize themselves in civilian spheres, including work in elected positions.
"I ask you to guide your colleagues on the ground and provide all necessary assistance to such candidates," Putin said.
