A ban on driving is being prepared for insurance fraudsters
Russia is discussing new measures against insurance fraud in CTP, including a ban on driving for intruders. This was reported to Izvestia by sources in the industry. Initially, the Investigative Department of the Ministry of Internal Affairs in February of this year proposed to refuse such clients to sell the policy for a period of one to three years.
However, the Russian Union of Motor Insurers believes that a ban on driving may be a more effective measure. As the head of the RSA, Evgeny Ufimtsev, explained to Izvestia, from what point it could be applied, it remains to be discussed.
In addition, the authorities want to create a special list of clients with signs of fraud in OSAGO. It may include those who have repeatedly applied for payments for similar accidents involving the same participants, have given contradictory testimony, as well as those to whom the court has already refused compensation or against whom a criminal case has been initiated. Upon a new request from such a client, the system will send a signal, and the insurer will conduct an additional check.
The norm is also being discussed, according to which attackers will be required to triple damages and pay for the costs of expertise and investigations. They want to automatically transfer materials on such cases for the initiation of criminal proceedings.
The Bank of Russia supports the expansion of existing and the development of new mechanisms to combat fraud in the CTP market, the press service of the regulator told Izvestia. They emphasized that payments to intruders are included in the overall loss-making segment and ultimately affect the cost of the policy for all car owners. At the same time, the Central Bank noted that it is important to maintain a balance between the effectiveness of the new measures and the rights of bona fide customers.
