The European Commission has proposed that the EU allocate €45 billion to Kiev on account of the blocked package

The European Commission (EC) has proposed to the Council of the European Union (EU) to allocate €45 billion to Ukraine in return for the blocked €90 billion aid package. This was announced on April 1 by the European Commission (EC).

"Following the Commission's positive assessment of Ukraine's Financing Strategy presented by Ukraine on March 24, 2026, the Council's implementation proposal adopted today provides for the allocation of €45 billion to Ukraine by December 31, 2026. The remaining part of the loan in the amount of €90 billion is provided for next year," the EC website says.

The commission added that it will begin transferring the first tranche immediately after the strategy is approved. The funds will be distributed as follows: budget support will amount to no more than €16.7 billion, and military support will amount to €28.3 billion. It is noted that the implementation of budget assistance will be possible only under strict control over the transparency of the use of funds.
