French Education Minister Edouard Geffre insists on creating a "blacklist" for employees of educational institutions who have demonstrated "unacceptable behavior" towards minors. He stated this on April 1 on RTL radio.

"We will propose a bill on child protection, which I call the blacklist. It aims to prevent the return to the education system of people who were previously dismissed because of their behavior with minors. <...> Today, if I suspend an employee whose behavior, in my opinion, is unacceptable towards minors, he may report to another institution tomorrow morning," BFMTV quoted him as saying.

The official noted that the list would include people against whom no legal action had been taken or criminal proceedings had been initiated. Despite the lack of legal grounds, the "blacklist" should prevent their employment in new institutions.

Geffre added that he would "ensure" additional regular background checks for employees, not only "when applying for a job," to ensure that they do not have a criminal record and are listed on the register of persons who have committed sexual and violent crimes.

These measures have been proposed to French lawmakers as part of an effort to strengthen the fight against sexual violence in schools.

On January 24, French President Emmanuel Macron instructed his government to adopt, in an accelerated format, a law banning the use of social networks for minors under the age of 15. The Reuters news agency reported on January 1 that this measure was necessary due to growing concern about the impact of the online environment on children's development.
