New rules for filling out payment orders came into force in the Russian Federation on April 1.

On April 1, 2026, new rules for filling out payment orders for transfers to the budget system of the Russian Federation, such as taxes, fees and fines, as well as for payments to treasury accounts, came into force in Russia. These changes do not apply to day-to-day transfers between individuals, the Federal Tax Service (FTS) reported on its website.

According to Anatoly Aksakov, head of the State Duma Committee on the Financial Market, quoted by TASS, the innovations affect only official payment orders for businesses and are of a technical nature. The changes relate to non-cash transfers to the budget, rather than ordinary transfers of citizens.

Now individual entrepreneurs must indicate in the "Payer" field not only the surname, first name and patronymic, but also the status of the "sole proprietor" in parentheses. The same applies to lawyers, notaries, and heads of peasant (farm) farms. All taxes, contributions, penalties and fines on them are now transferred as a single tax payment (EPP).

In addition, payment orders were supplemented with two new details: "The actual payer" and "The actual recipient of funds."

Andrey Shubin, executive director of Opora Russia, told Izvestia on March 27 that the new requirements for money transfers are primarily aimed at combating the shadow economy. According to him, the changes will affect those entrepreneurs and the self-employed who accept payments directly to a card or by phone number without reporting transactions.
