In 2025, VTB increased its loan portfolio in the segment of small and medium-sized agricultural businesses by 4.2% compared to 2024, the bank's press service reported. The volume of loans amounted to 520 billion rubles. At the same time, the portfolio under the preferential lending program of the Ministry of Agriculture grew stronger — by 9.5%. Disbursements under the program amounted to 144 billion rubles.

According to representatives of the bank, investment lending is still in high demand under the program, which ensures continuity of investment activity in key segments of the agro-industrial complex. The volume of concessional funds provided by the bank for the implementation of investment projects in 2025 amounted to about 40 billion rubles.

"The change in the parameters of preferential programs has led to a more targeted financing model for the industry. Despite the relatively high cost of borrowing at market rates and the transformation of support mechanisms, VTB is increasing its support to the industry. Our share in the volume of the preferential state program of the Ministry of Agriculture in 2025 amounted to 15% of the entire portfolio of preferential financing," said Ruslan Eremenko, a member of the VTB Board.

According to the expert, in 2026, the priorities of state policy in the field of concessional lending to the agro-industrial complex will strengthen the shift from revolving financing to investment financing. At the same time, no easing of budget restrictions on the level of state support is expected.
