Banks do not have a fixed threshold after which a transfer automatically arouses suspicion, but in practice, transactions well below the formal limits attract the attention of financial institutions. Denis Astafyev, an entrepreneur, fund manager and founder of the SharesPro fintech platform, told Izvestia on March 31.

According to him, in accordance with 115-FZ, transfers between individuals from 600 thousand rubles are subject to mandatory control — information about them is transmitted to Rosfinmonitoring. At the same time, the recommendations of the Bank of Russia suggest a closer analysis of transactions over 100 thousand rubles per day and more than 1 million rubles per month.

"The key factor is not the amount of the transfer, but its compliance with the usual financial behavior of the client. Even transactions for 5,000 rubles may raise questions if they look like transit transactions — when funds are credited to the account and transferred almost immediately," the economist explained.

Among the main signs of suspicious activity, he identified a large number of small transfers in a row, the use of an account solely for transferring funds without daily expenses, as well as frequent transactions with a large number of recipients. Additional attention is paid to transfers through the SBP starting from 200 thousand rubles, especially if they are sent to new recipients with whom there have been no previous transactions.

In addition, additional restrictions have been introduced since 2025: for customers who have entered the Bank of Russia database on suspicion of fraud, the transfer limit has been reduced to 100 thousand rubles per month. A similar limit is set for transfers without opening an account.

Astafyev stressed that attempts to split large amounts into many small transfers do not reduce risks, but, on the contrary, strengthen control by banks and may lead to the blocking of operations.

On March 23, the government commission approved a bill obliging the Central Bank to transfer to the Federal Tax Service information about citizens who receive income from other individuals on the card without paying taxes. This will improve the identification of account holders and strengthen control over income where cash is not used.
