On March 30, the governor of the Tula Region, Dmitry Milyaev, reprimanded officials for inappropriate behavior at an operational meeting.

"I don't even know which is better [Alexander] Hamburg, the head of the Shchekinsky district administration, talking on the phone, or [a representative from the Chernsky district], who is asleep," he said.
