Starting from April 1, half of Russian drivers will have a minimum CTP coefficient.
Starting from April 1, accident-free drivers will receive a reduction in the cost of CTP. The minimum value of the bonus-malus coefficient (KBM) will be 18 million drivers, that is, almost half in the Russian Federation. This was stated by the head of the National Insurance Information System (NSIS) Nikolay Galushin, the operator's Telegram channel reported on March 30.
The AIS insurance information system contains data on 39 million drivers. Starting from April 1, 2026, the minimum BMI (0.46) will be almost 50%, Galushin noted. The number of low-coefficient drivers has increased by 6.5 million over the past four years, he said.
At the same time, the coefficient is more than one, that is, including novice drivers and those who get into accidents, being the guilty party, increased by only 2 million drivers from 2023 to 2026, the head of the NSIS added.
The MSC will increase from April 1 if during the previous period, which begins on April 1 of each year and lasts until March 31 of the following year, information about the availability of insurance benefits gets into the insurance AIS: the more insurance benefits, the higher this coefficient. For emergency drivers, the maximum coefficient can reach 3.92. Novice drivers are assigned a KBM coefficient of 1.17 at the initial conclusion of the CTP contract, and if several drivers are specified in the contract, the highest KBM of all those entered into the policy is applied.
According to statistics from the Russian Union of Motor Insurers (RSA), the least number of car owners with the maximum discount for accident-free driving is recorded in the Republic of Dagestan (9%). The second place is occupied by the Republic of Ingushetia (12.7%), followed by the Republic of Tyva (15.3%).
The Bank of Russia proposed to reduce the territorial coefficient for CTP in the Novosibirsk region, the draft instruction of the Central Bank was published on March 19. It was emphasized that the revision of the indicators was made possible by strengthening measures to combat fraud and unfair actions in the CTP in this region.
On March 17, the Bank of Russia proposed to change the rules for determining CTP repair costs, taking into account the market situation. It is expected that as a result of such changes, the average CTP payment will increase by 9%.
