The Ministry of Finance has proposed to test the receipt of social protection measures through Mir cards

The Ministry of Finance has proposed from July to the end of 2026 to conduct an experiment on the use of Mir cards from any banks to receive social support measures. The relevant document was posted on March 30 on the federal portal of draft regulatory legal acts.

"To ensure the possibility of notifying citizens about the decision to use the Mir card as a way to receive social protection (support) measures and other benefits to the operator of the national payment card system," the explanatory note says.

The categories of beneficiaries in the experiment are large families, pensioners, the disabled, and students. Social support measures include preferential travel on public transport, preferential visits to cultural institutions, discounts in retail and pharmacies. Testing can take place in the territories of at least three interested subjects of the Russian Federation.

According to the draft resolution, the national payment card system has been designated as the operator of the experiment free of charge. The Ministry of Finance has been instructed to develop methodological recommendations for participants and approve roadmaps with regions within a month after the document enters into force, as well as to ensure that information systems are ready for interaction.

Applications for participation from the subjects of the Russian Federation will be considered within seven days. Citizens will be able to receive notifications about the decision to use the Mir card to receive benefits through the operator.

The head of the Central Bank of Russia, Elvira Nabiullina, announced at a plenary session of the State Duma on March 26 that the Central Bank, together with the government, plans to make the Mir card a single instrument of access to all benefits operating in the country. She noted that such integration would make it easier for citizens to receive social support measures.

On March 19, the Ministry of Digital Development of Communications and Mass Media of the Russian Federation announced the inclusion in the "white list" of the Mir payment system website among other Internet sites. The list of the resource will remain available even in conditions of limited mobile Internet access. On March 13, Izvestia published the full version of the sheet in question.
