The National Automobile Union (NAS) has asked the Prosecutor General's Office of the Russian Federation to provide a prosecutor's assessment of law enforcement practices regarding the import and sale of pit bikes without a PTS (vehicle passport) or PSM (self-propelled vehicle passport) and the sale of such equipment, including to children. A corresponding letter addressed to Prosecutor General Alexander Gutsan is at the disposal of Izvestia.

The activists also asked to initiate appeals to the Ministry of Industry and Trade, Rosstandart, and the Federal Customs Service in order to make the certification procedure, obtaining a PTC or PSM mandatory for any motor vehicles and ATVs.

We were informed that in the first nine months of last year, 659 accidents were registered in the Russian Federation in which child drivers were driving pit bikes, which are sports equipment not intended for participation in traffic and are not subject to state registration. In these accidents, 23 children riding pitbikes died and 753 were injured.

Such motor vehicles are supplied to the Russian market according to HS codes related to sports equipment, not vehicles. In this way, the requirements for the payment of both the relevant customs duties and the disposal of ATVs are circumvented, WE said. In addition, the conformity assessment procedures provided for by the requirements of Technical Regulation 018/2011 "On the safety of wheeled vehicles" (TR CU), including in terms of compliance with environmental requirements, are not carried out. Also, a PTC is not issued on a pit bike, registration with the State Traffic Inspectorate is not carried out, and no transport tax is paid.

"A paradoxical situation has developed: imported motorcycles and ATVs have been sold for years without documents that do not meet existing technical requirements, have not passed customs clearance as vehicles, in the case of ATVs — without paying a recycling fee, which can be ridden by children from the age of 5. Given that it is impossible to determine the exact number of such vehicles, it is impossible to estimate the exact amount of losses to the budget of the Russian Federation," the letter says.

The activists stressed that the models of pitbikes, off-road motorcycles, and ATVs presented on the Russian market must be certified in accordance with the requirements of the TR CU as vehicles of categories L1, L3. After that, these vehicles will be able to receive VIN numbers, PTS or PSM, they can be registered in accordance with the established procedure, and receive state registration certificates. signs.
