The Ministry of Education and the heads of the regions should work out the possibility of raising teachers' salaries from 2027, said Nikolai Patrushev, assistant to the President of Russia, head of the Maritime Collegium, at a relevant meeting. This will help to better train personnel for the shipbuilding industry and the Navy. According to him, the current low quality of education for schoolchildren in mathematics and natural sciences is largely due to the shortage of subject teachers and their low incomes. At the same time, the number of budget places in the engineering field is increasing, and the interest of schoolchildren in working at shipbuilding enterprises in the future is growing. Personnel training for the Russian maritime industries

The poor quality of teaching mathematics, physics and chemistry in schools negatively affects the preparation for admission to shipbuilding, maritime universities and naval schools, said Nikolai Patrushev, assistant to the President of Russia, head of the Maritime Collegium. On March 30, he held a meeting on improving the quality of education in the interests of training engineering personnel for the marine industry.

According to Patrushev, the low quality of students' education in mathematics and natural sciences is largely due to the shortage of subject teachers. In some regions, it reaches 10-20%. The presidential aide considers the low salaries of teachers to be the main reason for this situation. It is planned to increase them for all public sector employees from 2028, but this measure should affect teachers earlier, Nikolai Patrushev is sure.

"I ask the Ministry of Education of the Russian Federation, together with the heads of the constituent entities of the Russian Federation, to work out the possibility of increasing teachers' salaries starting in 2027, as well as to work out the issue of its outstripping growth relative to other subject teachers for teachers of mathematics, physics and chemistry," the head of the Maritime Board said.

He drew attention to the fact that the number of graduates who chose mathematics and natural sciences for the Unified State Exam is growing slowly (this year it reached 146 thousand) and does not provide the necessary number of applicants in engineering specialties (194 thousand budget places have been allocated for them, and this figure is constantly increasing).

There are also positive changes. For example, engineering classes have been launched in 154 schools, primarily in regions where shipbuilding and aircraft engineering universities and enterprises are concentrated.

— The educational and scientific base of our universities, programs and teaching methods are developing. There have been noticeable positive developments in the organization of students' internships at shipbuilding enterprises," Nikolai Patrushev emphasized.

It is important that universities are responsible for how they work with applicants and get them interested in admission. And here a system of "seamless" kindergarten –school–university education is needed.

How will the career guidance of schoolchildren change?

The meeting participants paid special attention to the issue of school education. The Minister of Education, Sergei Kravtsov, immediately said before the start of his report that it would take a long time to talk, since the topic was extensive and complex. Nikolai Patrushev replied that the minister could report as much as needed.

The Minister began by saying that in recent years Russia has managed to create a unified educational space. This applies, among other things, to mathematics and natural science subjects. Work is underway on unified textbooks and lesson planning, and the Academy of Sciences has been involved in this task.

Each school actually taught according to its own curriculum: there were 50 textbooks on physics and 100 textbooks on mathematics. The Unified State Exam actually served as a standard. In 2021, a law was passed that schools operate according to a single federal program, as it was in the Soviet Union," Kravtsov noted.

This is already reflected in the exam results: the average score in mathematics, physics and computer science is growing. The number of students who have decided to take these exams is also increasing.

Nikolai Patrushev drew attention to the fact that a significant part of school teachers simply seek to "train" schoolchildren to solve exam tests. An analysis of the results of the Unified State Exam and the entrance control of first-year students conducted by engineering universities indicates that high exam scores do not reflect the real knowledge of graduates in mathematics, physics and chemistry.

The Ministry of Education recognizes that many first-year students do not pass entrance control at leading technical universities. Sergey Kravtsov suggested creating a working group to find out whether certain sections of the school curriculum or the Unified State Exam require changes.

The Minister also stressed that the initiative to create engineering classes belonged specifically to Nikolai Patrushev. In particular, in 2022, he opened classes for future shipbuilders in St. Petersburg.

Vladimir Shapovalov, Deputy Director of the Institute of History and Politics of Moscow State University, noted in an interview with Izvestia the importance of technical education and education of schoolchildren in the issue of updating the personnel of the fleet. The volume of tasks assigned to the Russian Navy is growing: now it must protect Russia's economic interests in the oceans. The most relevant area was the protection of ships from piracy by other powers. Under these conditions, investments in the training of future personnel are the key to the development of both shipbuilding and the Navy.
