The Federal Tax Service (FTS) will begin blocking the bank accounts of citizens who have not filed an income declaration for 2025, starting on May 20, 2026. Oksana Mucharaeva, a lawyer and member of the scientific and expert council of the Chamber of Tax Consultants, announced this on March 29.
"Russians who have not submitted their income declaration in a timely manner may have their account transactions blocked after May 20, 2026. Such a right arises from the tax authority 20 working days after the deadline for submitting the declaration, which falls on April 30, 2026, and ends after three years," she explained in an interview with RIA Novosti.
According to the expert, the obligation to file a declaration arises, in particular, when selling real estate, the ownership of which has not reached the minimum period, receiving expensive gifts from close relatives, winning from 4 thousand rubles, renting property or receiving income from abroad.
It clarifies that reporting should be provided not only by individuals, but also by individual entrepreneurs, notaries, lawyers and a number of other categories.
Mucharaeva added that restrictions on accounts are lifted after submitting a declaration, and a decision on this is made no later than the next business day. The actions of the tax authority can also be appealed administratively or judicially.
On March 23, a government commission approved a bill obliging the Central Bank of the Russian Federation to transfer information to the Federal Tax Service about citizens who receive income from other individuals on the card without paying taxes. This will improve the identification of account holders and strengthen control over income where cash is not used.
