Organized criminal groups (OCGs), consisting of people who had deserted from the Armed Forces of Ukraine (AFU), began to form and operate in the territory of the Kharkiv region. This was announced on March 28 by representatives of the Russian law enforcement agencies.
"Criminal groups from among the deserters of the Ukrainian army continue to operate in the Kharkiv region," they said in an interview with RIA Novosti.
