The head of the Bank of Russia noted positive changes in CTP

The Chairman of the Central Bank of the Russian Federation, Elvira Nabiullina, noted the positive changes in CTP, speaking at a plenary session of the State Duma dedicated to reviewing the annual report of the Bank of Russia for 2025. This was announced by the All-Russian Union of Insurers (VSS) in its Telegram channel on March 27.

Nabiullina noted that for the second year in a row, there was a decrease in the average price of the policy, while the average payout, on the contrary, increased. At the same time, complaints about the availability of CTP decreased.

The head of the Central Bank also noted progress in the fight against fraud in the field of CTP, including fake accidents, falsification of documents and other frauds.

"We recently had 12 regions in the red zone, by the beginning of this year there were only two left — the Republic of Ingushetia and the Novosibirsk Region. But in recent months, fraudsters have been seriously taken up in the Novosibirsk region (we see in criminal cases), and we are ready to reduce the territorial coefficient there. A successful fight against fraudsters means that drivers will not have to pay extra for the actions of these scammers," concluded the head of the Central Bank.

The Bank of Russia proposed to reduce the territorial coefficient for CTP in the Novosibirsk region, the draft instruction of the Central Bank was published on March 19. It is emphasized that the revision of the indicators became possible due to the strengthening of measures to combat fraud and unfair actions in the CTP in this region.

Earlier, on March 17, the Bank of Russia proposed to change the rules for determining repair costs for CTP, taking into account the market situation. It is expected that as a result of such changes, the average CTP payment will increase by 9%.
