Starting from April 1, 2026, new rules for making payments to the budget system will come into force in Russia, which will affect businesses and entrepreneurs. All the details are in the Izvestia article.

New rules for filling in banking details

The Ministry of Finance of the Russian Federation imposes strict requirements for the identification of payers when making transfers to the budget, including taxes, fines and fees. The main innovation will be the mandatory detailed information: legal entities will need to indicate their full or abbreviated name, and individual entrepreneurs will need to indicate their last name, first name, patronymic and status. Individuals engaged in private practice will have to additionally provide information about the type of activity and INN.

Special attention is paid to the "purpose of payment" field, which is limited to 210 characters. It will be necessary to specify as accurately as possible the name of the goods or services, the date and number of the contract, as well as the details of the product documents. The "actual payer" field is also entered for cases when a transfer is made by a representative, for example, an accountant by proxy.

"The key innovation is the detailing of the payer's details. Errors in this data may lead to the fact that the payment will not be correctly identified," said Alexander Poshtak, lawyer of the Console platform for effective and legitimate relations with the self—employed.

Business risks and restrictions for individuals

The innovations relate only to payments to the budget system and treasury accounts. The Ministry of Finance emphasizes that ordinary transfers between individuals and card-to-card transactions do not fall under these rules. However, for entrepreneurs, the cost of making a mistake increases: incorrect filling in of a full name or INN can lead to a refund, which is fraught with tax delays and penalties.

Experts note that even before the changes come into force, banks conduct financial monitoring of payment assignments. Regular personal transfers with general phrases like "payment for services" or "rent" may arouse suspicion and lead to additional checks. The lawyer warned about the practical difficulties associated with the character limit in the purpose of the payment.

"First of all, the probability of errors when filling out payment documents increases. Incorrectly entered data, from full name to INN, may cause the payment to be suspended or refunded. In the case of taxes, this is fraught with delay and the accrual of penalties," Poshtak said.
