Nabiullina stated that the digital ruble is not necessary for citizens
The massive introduction of the digital ruble does not mean that it will become mandatory for citizens. On March 26, the head of the Bank of Russia (CB), Elvira Nabiullina, announced this at a plenary session of the State Duma.
"The digital ruble will be mandatory for banks and trade and service enterprises that must accept payments in digital rubles, that is, for infrastructure, but not for citizens," Nabiullina said.
According to the head of the Central Bank, the digital ruble account will not be opened automatically to anyone. If a person does not want to use a new tool, they simply will not open such an account. The regulator is not going to artificially force the introduction of the digital ruble, but seeks to make it in demand by citizens and businesses, Nabiullina added.
She noted that the digital ruble has advantages — free transfers for people, minimal commissions for businesses, and convenient services.
Nabiullina announced on March 5 that the Bank of Russia is following the schedule for the introduction of the digital ruble, and the first-wave banks are completing preparatory work. She also noted that in 2025, the possibility of paying in digital rubles via a universal QR code was introduced, and the new form of currency was successfully tested in the public sector on several pilot projects.
