Crossbows in Russia may fall under different legal regimes depending on their characteristics. Albert Khaleyan, a criminal lawyer, partner of the Moscow Bar Association Vector Prime, mediator at the Moscow Chamber of Commerce and Industry, told Izvestia about the current requirements on March 26.
According to him, in accordance with the federal law "On Weapons", a crossbow is recognized as a civilian hunting throwing weapon if it is equipped with a mechanism for fixing elastic elements and has an arc force of more than 43 kgf.
"To purchase such a crossbow (with an arc force of over 43 kgf), a license is not required, but you must have a hunting permit, as well as a permit to store and carry hunting weapons (ROKHA series), which is issued by the Russian Guard. After purchase, the product is subject to mandatory registration within 14 days with the territorial authority of the department," the expert specified.
The lawyer noted that crossbows with an arc force of up to 43 kilograms are not considered weapons. They can be purchased without a license, and they are freely available.
