The control mechanisms under the Strategic Offensive Arms Reduction Treaty (START Treaty) were not reliable enough, but some of them can be used as the basis for guarantees in a possible new treaty. This was announced on March 25 by Thomas Dinanno, US Undersecretary of State for Arms Control and International Security.
"There were some verification mechanisms within the START Treaty, in my opinion, they were not reliable enough. But I think there are some things there that we can build on [a future treaty] if the opportunity presents itself," Dinanno said at a hearing before the House Foreign Affairs Committee, his words published on the congressional website.
He added that the United States remains in contact with Russia and China on strategic security issues within the framework of the Group of Five and private diplomatic contacts.
On March 24, Dinanno announced that the United States intends to initiate discussions with Russia on new types of nuclear weapons. Speaking at a hearing before the Senate Foreign Relations Committee, the diplomat expressed concern about the development of Russian "exotic systems."
On February 23, Reuters reported that representatives of the United States, Russia and China discussed nuclear arms control issues in Geneva. According to the publication, Washington, Moscow and Beijing discussed the possibility of drafting a potential multilateral treaty on the control of nuclear weapons.
