The State Duma proposed not to fine former car owners after the sale
In Russia, it was proposed to introduce a ban on the automatic transfer of fines to the former owner of the car within a fixed 10-day period after the conclusion of the purchase agreement. With such an initiative, a group of State Duma deputies from the New People faction prepared an appeal addressed to Interior Minister Vladimir Kolokoltsev, RIA Novosti reported on March 25.
The parliamentarians also proposed to provide for the possibility of recording the fact of alienation of the vehicle on the day of the conclusion of the contract through Gosuslugi or the Interior Ministry system, and the possibility of automatically suspending the sending of fines to the ex-owner of the car from the moment of notification of the sale until the completion of the re-registration.
Now, after the conclusion of the vehicle purchase and sale agreement, the new owner is required to register the car within 10 days. All this time, the data in the state registers remains the same, as a result, fines for traffic violations recorded by automatic recording continue to be sent to the former owner.
The proposed measures, according to the deputies, will help reduce the administrative burden on bona fide citizens and reduce the number of complaints and court disputes. Now there are cases when former car owners have to challenge fines committed after the sale of the car. The appeal procedure requires both time and cost.
Earlier that day, it was reported that cars without a valid CTP policy could be automatically fixed using traffic cameras in the fall of 2026.
